What do I do about creepers with lost dogs?

Some lady in a Budweiser jacket walked up to me the other day at my bus stop and said she lost her blind and deaf dog. I thought, "PEDOPHILE" then my bus pulled up and she actually ran back down the street, away from it. What do I do about this? I've told adults and I live right next to my bus stop. 0_0
