What does "write in confidence" mean?

I am apply for a job and I was told to "write in confidence" to a certain office. What does "write in confidence" mean? Does it mean I have to make it confidential? I am supposed to enclose an application form in it so I am wondering whether it means that I should not put corrspondence address on the envelope...
