Would it be FASTER to buy the manga and read it than to wait for scanilations?!?

Ok so I'm not talking if its cheaper but I wanna read watashi ni xx ch. 23 I've waited four months for it and its still not out so here are 2 questions is it faster to buy the manga than read the scans and wait for chapters. And is chapter 23 of watashi ni xx even out in america yet?
