PAN card obtention by an NRI?

I am a us citizen (pio). I would like to apply for a pan card. Can i simply sign the form 49a and send it to my father who will in turn enclose the copy of the pass book 1st page which is in my name in India and submit to the appropriate authority. Can my father give his local address to receive the pan card? Or do i have to enclose any other papers ?
